I was on 116th Street in Manhattan going to buy bird food when Kevin walked by off leash, no collar, on the freezing cement with a man nearby. The man said to me..Hey lady, want this dog? I said, "give him to me", then the bargaining started .He started at 40.00 got him down to 16.00, I picked up the dog and the owner didn't look back. He was about 10 weeks old, I don't know what breed he is, sometimes he looks like a Dachshund face with a Pit body.
